why do some people put their Rabeinu Tam tefillin on by Mincha

In my shul I often see people putting on tefillin by Minchah and I assume they are not just people who skipped it out by Shacharis. Therefor I assume that they are putting on Rabeinu Tam tefillin but in that case why are they doing it by Minchas, what is wrong at the end of Shacharis?

The Mitzvah of Tefillin is all day long but we limit it to davening because we cannot maintain the nessasary state of mind throuout the day. Rabeinu Tam holds that Shkia is later than what we refer to as sunset so if someone wants to wear Tefillin by Mincha but is davening at a time that is only daytime according to Rabeinu Tam than it makes sence to wear Tefillin made according to the rulings of Rabeinu Tam.

Some people hold that it is better to do a whole Tefillah with Rabbeinu Tam Tefillin then just Shema in the morning.
