It is always Ossur to steal from another Yid. Remember, even a yisroel mumar is still a yid!
1 I agree, but i was mainly referring to the israely government, which i hard one is supposed to steal from. Also if one is given too much change by a company such as egged one need not return it because a mumar has the din of to'us akum. - Eitza GeberJul 25 '12 at 23:36
