I was in a large shopping center today. I was walking past a woman who was saying to the person selling ice scream in the booth next to me, 'where can I pay for items from the clothing shop' pointing at a booth several meters away. It appeared that the owner of the clothing booth had gone away for a few minutes.

The ice cream man replied that he takes money for that as well. So she paid him. Was she allowed to or should she have waited to see if a separate owner for the clothing shop would come back to the shop?
